Uganda: Man Arrested for Impersonating Student in National Exams

Police in Mubende District say a 36-year-old man was caught sitting a Uganda Certificate of Education (UCE) exam on behalf of another candidate.

A man has been arrested in western Uganda after he was allegedly found impersonating a student during the ongoing Uganda National Examinations Board (UNEB) tests.

Police identified the suspect as Leonard Elungat, who was reportedly caught writing the Agriculture Paper One at Mubende Army School on 28 October 2025, while using another candidate’s identity.

According to SP Racheal Kawala, the Wamala Region Police spokesperson, preliminary investigations suggest that Elungat had been suspended from the school in 2024 while in Senior Three, but managed to return this year and sit several papers using the credentials of another student.

“The headteacher, while supervising the exam, identified Elungat as a former student who had been suspended. Upon verification, it was discovered he was using the index number of a student named Justus Atuhaire, who had not registered for the Agriculture paper,” SP Kawala told reporters.

After being questioned by school officials, Elungat reportedly fled the exam centre but was later arrested in Mubende Town. Police say he had already completed seven papers under the false identity.

“The suspect was sighted in Mubende Town on 29 October, and police were immediately informed. He was arrested and remains in custody as investigations continue,” SP Kawala added.

Police commended the vigilance of school administrators and examination supervisors, urging all heads of schools to remain alert against impersonation and other forms of malpractice during national examinations.

“We call upon the public and school authorities to be extra vigilant. Such actions not only undermine the integrity of national exams but also attract serious legal consequences,” SP Kawala warned.

Elungat is expected to face charges of personation and examination malpractice once investigations are complete.
